The Tapuae Roa Action Plan identified Investment as one of the Four Foundations - the platforms on which the region's economy could build and grow.

The Action Plan identified an investigation into the viability of a regional investment fund as an immediate action point, and proposed "the development of a regional investment fund with contributions from local authorities, philanthropic funds and private individuals could provide a new source of investment funds for Tapuae Roa projects. The viability of such an Investment Fund requires investigation."

Venture Taranaki engaged Deloitte to investigate the feasibility of establishing a Regional Investment Fund, seeking to answer the questions "is a Taranaki Regional Investment Fund feasible?" and "will it address the success factors of Tapuae Roa?"
 

Regional Investment Fund Feasibility Study

The Regional Investment Fund Feasibility Study was completed in June 2019, and advises not to pursue a generic Regional Investment Fund as originally proposed, but that there may instead be value in pursuing development of specialised funds. The report also suggests there are opportunities to help local parties proposing investment projects to improve investment readiness, and better coordinate investment projects with investors on a case-by-case basis.
